§ 51.02. RATES AND CHARGES.

  • For the use of and the service rendered by the wastewater works rates and charges shall be collected from the owners of each and every lot, parcel of real estate, or building that is connected with the city's sanitary sewerage system or otherwise discharges sanitary sewage, either directly or indirectly, into the Sanitary Sewage System of the city, which rates and charges shall be payable as hereinafter provided, and shall be in an amount determinable as follows:
    (A) (1) In general. Except as herein otherwise provided, wastewater rates and charges shall be based on the quantity of water used on or in the property or premises subject to those rates and charges, as the same is measured by the water meter there in use.
    (a) The water usage schedule on which the amount of the wastewater rates and charges shall be determined shall be as follows:

    (b) The minimum charge for any user, where the user is a metered water consumer, shall be based upon the meter size as stated below except, however, in the case of a residential user the minimum charge also shall be applicable to those using 3,000 gallons, or less, of measured water usage.

    * The 5/8 - 3/4 inch meter minimum monthly charge provides for 3,000 gallons but is priced for 2,000 gallons.
    (c) Unmetered residential. The minimum charge for wastewater services where the user is not a metered water customer shall not be less than the minimum charge based on the size of the sewer connection; however, in the case of a residential user, the minimum charge also shall be applicable to those using 3,000 gallons or less.
    (d) Unmetered, other. The minimum charge for wastewater services where the user is not a metered water customer shall not be less than the minimum charge based on the size of the sewer connection, but shall not be less than 5,000 gallons.
    (e) Connection fee. The connection fee is $750.00, plus actual costs in excess of the minimum.
    (2) Grissom Aeroplex Service Area. The wastewater rates and charges in the Grissom Aeroplex Service Area shall be based on quantity of water used on or in the property or premises subject to a minimum charge, except as herein otherwise provided. For the purpose of billing and collecting the charges for sewage services, the water meters shall be read monthly (or period equaling a month). The water usage schedule on which the amount of the rates and charges shall be determined as follows:

    (c) Connection. No other connection to the sewage works in the Grissom Aeroplex Area shall be allowed until sewer availability fee has been paid. Such fee shall be paid in full at the time application is made for a sewer tap permit and is non- refundable.
    (d) Sewer availability fee.
    1. There is hereby established, as of October 3, 2011, a sewer availability fee for the Grissom Aeroplex Service Area. For each new connection to the Grissom Sewer Collection System, the availability fee shall be based upon the size of the water line tap connected to the water distribution system by the applying facility, as detailed below:

    2. Availability fees are based on a ration of a 3/4" tap, the normal size for residential installations, and the size tap used in any particular connection. For connection sizes not shown above, the cost shall be calculated using the ratio of the diameter of a 3/4" tap to the diameter of the tap in any particular installation.
    (e) Meters. A new connection to the wastewater system must also install a meter to measure water flow into the facility, even in instances in which the facility is not connected to the Peru Utilities Water Distribution System, and the availability fee assessed under this chapter shall be determined by the size of the tap to which the meter is connected. Such meters must meet the specifications of Peru Utilities, and shall be installed at the expense of the owner or developer.
    (f) Deposit of fees. All sewer availability fees collected from the Grissom Aeroplex Area shall be deposited into the Grissom Aeroplex Sewage Works Improvement Fund.

    (B) The flat rate for discharging septic tank materials, other sewage transported by vehicle, and for accepting recreational vehicles but not limited to travel trailers, boats, campers, motor homes, holding tank materials, into the sanitary system of the city utilities sewage plant shall be as follows:
